Markets edgy as US payrolls loom

LONDON (AP) ? An unexpected contraction in the U.S. economy at the end of 2012 weighed on markets Thursday ahead of closely-watched jobs figures.

The U.S. economy shrank by an annualized rate of 0.1 percent in the fourth quarter, its first contraction since the middle of 2009, hurt by big cuts in defense spending, falling exports and sluggish growth in company inventories.

"That does appear to have knocked some of the stuffing out of the recent market rally," said Michael Hewson, market analyst at CMC Markets.

Following a buoyant start to the year, many stock indexes around the world are near multi-year highs and the Dow Jones index is not far off its all-time record. Further advances have proven tougher this week. Fairly disappointing earnings from the likes of Royal Dutch Shell and AstraZeneca did little to prompt much enthusiasm in Europe.

Britain's FTSE 100 fell 0.4 percent to 6,299 while Germany's DAX shed 0.3 percent to 7,786. The CAC-40 in France was 0.6 percent lower at 3,742.

Wall Street was poised for a flat opening with both Dow futures and the broader S&P 500 futures unchanged.

The U.S., as has been the case for much of this year, will likely remain the focus of attention in markets for the rest of the week. Later, weekly jobless claims figures and a manufacturing survey of the Chicago region will be in focus as will the next round of U.S. corporate earnings from the likes of Mastercard and UPS.

A busy week on the data front culminates Friday with the January nonfarm payrolls figures. They often set the market tone for a week or two after their release but may garner more attention this month following Thursday's surprise news of the U.S. economic contraction.

"With payrolls due tomorrow there could well be a temptation for many to sit on the sidelines for a short while," said Fawad Razaqzada, market strategist at GFT Markets.

In a statement released after a two-day policy meeting Wednesday, the U.S. Federal Reserve acknowledged that the economy is still struggling to regain momentum. The central bank said that growth had "paused in recent months," and while it was taking no new action, it would keep buying $85 billion of bonds a month.

Earlier in Asia, the regional heavyweight, Japan's Nikkei 225 index, closed 0.2 percent higher at 11,138.66, recovering from early morning losses sparked by lower-than-expected growth in December's industrial production. Output climbed a seasonally adjusted 2.5 percent from November but most analysts had forecast an improvement of more than 4 percent.

Hong Kong's Hang Seng fell 0.4 percent to 23,729.53 while South Korea's Kospi shed 0.1 percent to 1,961.94.

The tone in currency markets was fairly flat too, with the euro down a modest 0.1 percent at $1.3561 and the dollar 0.1 percent lower at 90.99 yen.

Oil prices tracked equities lower with the benchmark New York rate down 9 cents at $97.85 a barrel

Ed Reed says he could 'definitely' see himself playing for New England Patriots coach Bill Belichick

Bill Belichick and Ed Reed's awkward flirting over the years has always been a bit over the top. But Reed took the bromance to another level by revealing that he takes fashion tips from Belichick.

No, seriously. Reed actually tries to mimic Belichick's disheveled look.

"It's a reason why I wear my sweat cut off a little bit," Reed told the Boston Herald at the Super Bowl. "He's the first guy I saw like, 'That's cool.' You know, that's cool. ... It's just a blessing to even have met, to know coach Belichick."

Reed, who is set to become a free agent this offseason, also said that he would like to have the opportunity to learn under Belichick.

"Oh yeah, man, I could definitely play for coach Belichick," Reed said. "He is a great coach. I'm sure he can help me to expand my football knowledge even more as a player and as a coach, so if I'm ever able to be around him, just like I was at the Pro Bowl, it's huge."

The Patriots do need safety help, so it wouldn't be shocking if Belichick makes a run at Reed this offseason.

Sales of e-books rose by 70% during the year while sales of physical books were up by just single digits.

?We?re now seeing the transition we?ve been expecting,? said Jeff Bezos, founder and chief executive of Amazon.com. ?After five years, eBooks is a multi-billion dollar category for us and growing fast ? up approximately 70% last year. But operating income was down by 22% to $676m (?427.7m), from $862m (?545.5m) in 2011, taking the company to a full-year loss of $39m (?24.7m), from net income of $631m (?399.3m) in 2011. In the fourth quarter of the year, to December 31, net sales rose by 22% to $21.27bn (?13.4bn) from $17.43bn (?11.0bn) in the fourth quarter of 2011. Operating income rose by 56%, compared to the previous year, to $405m (?256.3m) in the quarter, while net income fell by 45% to $97m (?61.4m).

The company said that its Kindle Fire tablet was its bestselling product for the second year in a row across all its markets, including the UK. During the last quarter the company launched Kindle Stores in Brazil, Canada, China and Japan. Amazon predicted net sales up by between 14% and 26% in the first quarter of 2013.

Stock index futures point to slightly lower start

LONDON (Reuters) - Stock index futures pointed to a slightly lower open on Wall Street on Tuesday, with futures for the S&P 500 down 0.1 percent.

Futures for the Dow Jones were flat, while contracts on the Nasdaq 100 shed 0.2 percent at 04.47 a.m. EST.

European shares edged up to hover near two-year highs, with strong earnings reports and a brightening economic outlook lifting sentiment, although technical factors could limit gains in the near term.

Yahoo Inc said it forecasts a modest uptick in revenue for the current year, sending shares in the Internet group 3 percent higher in after hours trade.

The second-largest U.S. automaker, Ford, is expected to report earnings per share of $0.26, up from $0.20 one year earlier, when it unveils fourth-quarter results at 1200 GMT. Ford, which is heavily reliant on its pickup trucks for profits, is bound to benefit from an uptick in construction this year.

Drugmaker Pfizer is expected to report EPS of $0.44, down from $0.50 in the previous year, on plunging U.S. sales of its Lipitor cholesterol drug - which is facing generic competition since November 2011 - and disappointing demand for its Prevnar vaccine against childhood infections.

Online retailer Amazon.com reports results for the holiday quarter. They were expected to show strong sales growth, tempered by little to no profit as the world's largest Internet retailer spent heavily on its Kindle mobile gadget platform, cloud computing service and its rapidly expanding chain of shipping warehouses.

Standard & Poor's releases its S&P Case/Shiller Home Price Index for November at 1400 GMT. Prices are expected to have continued their recovery, up 0.6 percent on a seasonally adjusted basis, pointing to a housing market that is mending.

The Conference Board releases January consumer confidence figures at 1500 GMT, expected to have fallen to 64 from 65.1. The market will be looking for any impact from the "fiscal cliff" debate or the payroll tax increases at the beginning of the year.

The Federal Reserve's Open Market Committee begins two days of meetings on interest rates. Traders speculated more solid U.S. growth indicators might see the Fed pull back on its aggressive easing stimulus, which has played a key role in fuelling an equity market rally since the second half of last year.

Elon Musk has long considered Tesla Motors Inc the bold, nimble answer to the auto industry's cautious culture. Now the electric car maker's top executive has extended his help to another industrial giant: Boeing Co .

Pentagon and industry officials said on Monday a manufacturing problem was the most likely cause of an engine failure that led to the grounding of all 25 Marine Corps versions of the Lockheed Martin Corp F-35 fighter jet 10 days ago.

The Dow Jones industrial average <.dji> closed down 14.05 points, or 0.10 percent, at 13,881.93 on Monday. The Standard & Poor's 500 Index <.spx> was down 2.78 points, or 0.18 percent, at 1,500.18. The Nasdaq Composite Index <.ixic> was up 4.59 points, or 0.15 percent, at 3,154.30.

'Brutally Cold' Weather Could Strengthen Pond Ice - in Framingham ...

If you haven't noticed yet, it's cold outside, very cold. For some people however, the cold is a good sign.

Many types of outdoor sports require strong, safe ice. There's pond hockey, ice fishing and some snowmobile trails that cross ponds.

Last week, fire departments across the region were saying they would not recommend going out on the ice. Many departments refrain from saying the ice is safe to err on the side of caution.

"Based on my training and experience, the only 'safe' ice is that of an indoor rink," Holliston Fire Chief Michael Cassidy said.

However, for residents that are willing to take the risk on ice safety, the cold weather is great for their morale.

"It is likely that some back yard temperatures in the usual cold spots could be in the range from 5 to 10 below zero," Jim Arnold, weather specialist with the Shrewsbury Emergency Management Agency, said.

Here are some local favorites for residents that like to hit the ice.

Later in the winter, when ice is hopefully stronger and safer, some popular skating spots include:

Treatment can improve appetite, ease chronic pain, and more, say Tel Aviv University researchers

Though controversial, medical cannabis has been gaining ground as a valid therapy, offering relief to suffers of diseases such as cancer, Post-Traumatic Stress Disorder, ALS and more. The substance is known to soothe severe pain, increase the appetite, and ease insomnia where other common medications fail.

In 2009, Zach Klein, a graduate of Tel Aviv University's Department of Film and Television Studies, directed the documentary Prescribed Grass. Through the process, he developed an interest in the scientific research behind medical marijuana, and now, as a specialist in policy-making surrounding medical cannabis and an MA student at TAU's Porter School of Environmental Studies, he is conducting his own research into the benefits of medical cannabis.

Using marijuana from a farm called Tikkun Olam a reference to the Jewish concept of healing the world Klein and his fellow researchers tested the impact of the treatment on 19 residents of the Hadarim nursing home in Israel. The results, Klein says, have been outstanding. Not only did participants experience dramatic physical results, including healthy weight gain and the reduction of pain and tremors, but Hadarim staff saw an immediate improvement in the participants' moods and communication skills. The use of chronic medications was also significantly reduced, he reports.

Klein's research team includes Dr. Dror Avisar of TAU's Hydrochemistry Laboratory at the Department of Geography and Human Environment; Prof. Naama Friedmann and Rakefet Keider of TAU's Jaime and Joan Constantiner School of Education; Dr. Yehuda Baruch of TAU's Sackler Faculty of Medicine and director of the Abarbanel Mental Health Center; and Dr. Moshe Geitzen and Inbal Sikorin of Hadarim.

Cutting down on chronic medications

Israel is a world leader in medical cannabis research, Klein says. The active ingredient in marijuana, THC, was first discovered there by Profs. Raphael Mechoulam and Yechiel Gaoni. Prof. Mechoulam is also credited for having defined the endocannabinoid system, which mimics the effects of cannabis and plays a role in appetite, pain sensation, mood and memory.

In the Hadarim nursing home, 19 patients between the ages of 69 and 101 were treated with medical cannabis in the form of powder, oil, vapour or smoke three times daily over the course of a year for conditions such as pain, lack of appetite, and muscle spasms and tremors. Researchers and nursing home staff monitored participants for signs of improvement, as well as improvement in overall life quality, such as mood and ease in completing daily living activities.

During the study, 17 patients achieved a healthy weight, gaining or losing pounds as needed. Muscle spasms, stiffness, tremors and pain reduced significantly. Almost all patients reported an increase in sleeping hours and a decrease in nightmares and PTSD-related flashbacks.

There was a notable decline in the amount of prescribed medications taken by patients, such as antipsychotics, Parkinson's treatment, mood stabilizers, and pain relievers, Klein found, noting that these drugs have severe side effects. By the end of the study, 72 percent of participants were able to reduce their drug intake by an average of 1.7 medications a day.

Connecting cannabis and swallowing

This year, Klein is beginning a new study at Israel's Reuth Medical Center with Drs. Jean-Jacques Vatine and Aviah Gvion, in which he hopes to establish a connection between medical cannabis and improved swallowing. One of the biggest concerns with chronically ill patients is food intake, says Klein. Dysphagia, or difficulty in swallowing, can lead to a decline in nutrition and even death. He believes that cannabis, which has been found to stimulate regions of the brain associated with swallowing reflexes, will have a positive impact.

Overall, Klein believes that the healing powers of cannabis are close to miraculous, and has long supported an overhaul in governmental policy surrounding the drug. Since his film was released in 2009, the number of permits for medical cannabis in Israel has increased from 400 to 11,000. His research is about improving the quality of life, he concludes, especially for those who have no other hope.

(AP) ? The House overwhelmingly passed a bill Wednesday to permit the government to borrow enough money to avoid a first-time default for at least four months, defusing a looming crisis setting up a springtime debate over taxes, spending and the deficit.

The House passed the measure on a bipartisan 285-144 vote as majority Republicans back away from their previous demand that any increase in the government's borrowing cap be paired with an equivalent level of spending cuts.

Senate Majority Leader Harry Reid, D-Nev., said the chamber would immediately move to advance the legislation to the White House, which has announced Obama would sign it.

The measure would suspend the $16.4 trillion cap on federal borrowing and reset it on May 19 to reflect the additional borrowing required between the date the bill becomes law and then. The amount of borrowing required depends on the tax receipts received during filing season, but over a comparable period last year the government ran deficits in the range of $150 billion.

The measure also contains a provision that slaps at the Senate, which hasn't debated a budget since 2009, by withholding the pay for either House or Senate members if the chamber in which they serve fails to pass a budget plan. Sen. Patty Murray, D-Wash., announced Wednesday that the chamber would indeed debate a budget this year but maintained the GOP's "no budget, no pay" move had nothing to do with the decision.

President Barack Obama vows not to negotiate over the debt ceiling as he did in the summer of 2011, though he promises further action on the budget. Wednesday's developments mark a shift of the budget debate away from failed head-to-head talks between Obama and Boehner

The idea driving the move by GOP leaders like Speaker John Boehner, R-Ohio, is to re-sequence a series of upcoming budget battles, taking the threat of a potentially devastating government default off the table and instead setting up a clash in March over automatic across-the-board spending cuts set to strike the Pentagon and many domestic programs. Those cuts ? postponed by the recent "fiscal cliff" deal ? are the punishment for the failure of a 2011 congressional deficit-reduction supercommittee to reach an agreement.

This "no budget, no pay" idea had previously been regarded by many as a gimmick but has been given new life by Boehner as a "reform" to pair with an increase in the so-called debt limit. Boehner previously had insisted that any increase in borrowing authority to avoid lapses in payments to contractors, unemployment benefits or Social Security checks ? and possibly even interest payments on U.S. Treasury obligations ? be matched dollar for dollar with spending cuts. Many Republican speakers preferred to focus on the pay provision.

"This is not a gimmick," said Rep. Michael Fitzpatrick, R-Pa. "For the past almost going on now four years, our colleagues in the Senate have failed in their most basic responsibility of governance, which is to pass a budget."

"All we're saying is 'Congress follow the law. Do your work. Budget,'" said House Budget Committee Chairman Paul Ryan, R-Wis. "And the reason for this (debt) extension is so that we can have the (budget) debate we need to have."

Boehner promises that the GOP blueprint will project a balanced budget at the end of a 10-year window.

"Balancing the budget over the next 10 years means that we save the future for our kids and our grandkids," Boehner said. "It also means that we strengthen programs like Social Security and Medicare and Medicaid that can't continue to exist in their current form without some kind of controls."

But the White House weighed in Tuesday with a statement that the administration would not oppose the debt measure, even though Obama just last week dismissed incremental increases in the debt ceiling as harmful to the economy.

It also appeared virtually certain that Senate Democrats would accept the bill even though they would prefer a longer-term solution to the debt issue and believe that the "no budget, no pay" provision is silly.

While the measure permits an undetermined amount of additional borrowing through May 18, the actual date in which the government might be at risk of defaulting on its obligations would be several weeks later. That's because the government would retain the ability to juggle its books through what the Treasury Department calls "extraordinary measures."

With the debt battle averted, the next fight comes in March over across-the-board cuts that would pare $85 billion from this year's budget. They were delayed from Jan. 1 until March 1 and reduced by $24 billion by the recently enacted tax bill. Defense hawks are particularly upset, saying the Pentagon cuts would devastate military readiness and cause havoc in defense contracting. The cuts, called a sequester in Washington-speak, were never intended to take effect but were instead aimed at driving the two sides to a large budget bargain in order to avoid them.

But Republicans and Obama now appear on a collision course over how to replace the across-the-board cuts. Obama and his Democratic allies insist that additional revenues be part of the solution; Republicans say further tax increases are off the table after the 10-year, $600 billion-plus increase in taxes on wealthier earners forced upon Republicans by Obama earlier this month.

"We are not going to raise taxes on the American people," Boehner told reporters Tuesday.

According to the latest calculations, which account for the recent reduction of this year's sequester from $109 billion to $85 billion, the Pentagon now faces a 7.3 percent across-the-board cut, while domestic agency budgets would absorb a 5.1 percent cut. The calculations are not official but were released Tuesday by Richard Kogan, a budget expert with the Center on Budget and Policy Priorities think tank.

Democrats' New Playbook Against Scott Brown: Gun Control

The political ramifications of the gun-control debate won?t be fully felt until 2014 when members of Congress are up for reelection. But in the short term, Democrats are confident that gun control will emerge as a pivotal issue in the upcoming Massachusetts special election to fill Sen. John Kerry's vacant seat.

Democratic operatives believe that former Republican Sen. Scott Brown?s past support from pro-gun interests could be a significant vulnerability, given that Massachusetts is a solidly Democratic state where President Obama won 61 percent of the vote in 2012. Brown lost to Democrat Elizabeth Warren by an 8-point margin last year, with his Republican identification being a major vulnerability.

Brown received more contributions from the gun-rights lobby than any other Senate candidate during the 2012 cycle, according to?data?from the Center for Responsive Politics. He received $30,275 in 2012 and $23,020 in 2010 from gun-rights interests. As a state legislator, Brown received support from pro-Second Amendment groups for his stances.

But while Brown previously opposed a federal assault-weapons ban, saying it should be left up to individual states, he reversed his position following the Newtown, Conn., shooting.

"What happened in Newtown where those children were subject to that level of violence is beyond my comprehension. As a state legislator in Massachusetts I supported an assault-weapons ban thinking other states would follow suit. But unfortunately, they have not and innocent people are being killed," Brown?told the?Springfield Republican?in December.

?The longer this issue stays at the forefront of the national conversation, the worse it is for Scott Brown,? said Democratic Senatorial Campaign Committee spokesman Matt Canter.

Canter said that the issue would be particularly potent, assuming Rep. Ed Markey emerges as the Democratic nominee. Markey is a longtime proponent of stricter gun-control measures, and is the only Democrat to announce he is running for Kerry's seat. He has the backing of the DSCC and Kerry. ?

But Brown?s outspoken position for new gun-control measures, particularly his recent call for a federal assault-weapons ban, could be a political counterbalance to any past financial support he?s received from the National Rifle Association. The NRA hasn?t officially withdrawn its support of Brown, but the organization?s spokesman, Andrew Arulanandam,?told? The Hill, "We take anyone's support for gun bans very seriously. It is viewed very negatively by the National Rifle Association and by our 4 million-plus members.?

J&J beats forecast, but 2013 view lags expectations

(Reuters) - Johnson & Johnson reported better-than-expected fourth-quarter earnings on Tuesday, but took another big special charge for its recalled artificial hips and forecast 2013 earnings below Wall Street forecasts.

The diversified healthcare company said it earned $2.6 billion (1.6 billion pounds), or 91 cents per share. That compared with $218 million, or 8 cents per share, in the year-ago period when the company took charges of more than $3 billion, including $800 million for medical costs related to recalls of defective "metal-on-metal" hip replacement devices made by its DePuy Orthopedics unit.

J&J on Tuesday said it took special charges of $800 million in the most recent quarter, primarily related to new charges related to the defective artificial hips.

All-metal hip implants were developed to be more durable than traditional implants but have failed at a high rate and shed metal fragments that have disabled patients. Traditional implants combine a ceramic or metal ball with a plastic socket.

As many as 500,000 Americans are estimated to have been implanted with metal-on-metal hip replacements in the past five years, with J&J the largest manufacturer.

The company withdrew its ASR hip system in 2010, and faces more than 2,000 lawsuits from patients claiming to have been harmed.

Excluding special items, J&J earned $1.19 per share. Analysts, on average, expected $1.17 per share.

Piper Jaffray analyst Matt Miksic said the profit beat came largely from favorable taxes, and that cost containment initiatives boosted results.

He also cited very strong growth in sales of J&J's more traditional artificial hips and of artificial knees, whose combined U.S. sales rose 7 percent despite disruptions from superstorm Sandy in the fourth quarter.

Global company revenue rose 8 percent to $17.56 billion, below Wall Street expectations of $17.7 billion.

Sales of prescription drugs jumped 7 percent in the quarter to $6.52 billion, helped by strong sales of its treatments for arthritis, psoriasis and HIV.

"By any measure, we have transformed our pharmaceuticals business," Chief Executive Alex Gorsky told analysts on a conference call. The business is bouncing back after several years of anemic sales due to generic competition for some of its top medicines.

Quarterly sales of medical devices rose almost 14 percent to $7.38 billion, in part due to the company's recent acquisition of trauma-device maker Synthes.

But J&J's array of consumer products fell almost 3 percent to $14.4 billion, hurt by the stronger dollar and recalls of Tylenol and other over-the-counter medicines that have curtailed availability of the brands.

The company forecast full-year 2013 earnings, excluding special items, of $5.35 to $5.45 per share. Analysts, on average, expected $5.49 per share, according to Thomson Reuters I/B/E/S. The company is known for making conservative forecasts at the beginning of the year.

J&J's shares were down about 38 cents at $72.86 in early trading.

What I learned yesterday from the Lowe's Installed Sales Associate ...

I unhinged the door in our extra bedroom this weekend to move my son?s bed there. In the process, I wrecked said door.?Yesterday, I visited the local Lowe?s store to buy a replacement.

For the record, I?m not terribly handy and I?d rather have a root canal than take on a home improvement project. No, I am not kidding about this preference.

William Blake must have been referring to home improvement projects in his reference to ?doors? and ?infinite.?

Here?s the conversation between the Lowe?s Installed Sales Associate and me. Notice how wonderfully she followed the sales process:

 • Asking questions to understand my situation and needs
 • Educating me on the steps to replace a door,
 • Providing me an easy choice to purchase their services instead of tackling this ?simple? project on my own.
 • Allowing me to make an informed choice based on a clear cost/benefit account

(The conversation is paraphrased, though it?s pretty darn close.)

Me: Where are your interior doors?

Jennifer (the Lowes Installed Sales Associate): Right over here. What size did you need?

Me:?32? by 80?

Jennifer: Hmmm?. That?s an odd size (looking at the pre-framed doors.) Usually they are 32? by 82?.

Me: Well the opening is 80?. I just need the door, not the door and the frame.

Jennifer: Generally it?s easier to replace the door and the frame because the door is pre-hinged. When you buy just the door, you need to line up the door hinges and drill the holes to install it. If that?s not done correctly, you can end up with extra holes in your door.

Me: How hard is that?

Jennifer: If you?re handy, it?s pretty easy.

Me: I have molding around the doorway. If I bought the door with the frame, would I need to remove the molding?

Jennifer: Yes, but you should be able to salvage it.

Me: Well I just painted the room though. I?m not sure I want to muck with removing and replacing the molding.

Jennifer: One option to consider is the Lowe?s Installment Plan. For $199, we send out a craftsman to pre-measure the door opening. You purchase the door and fixtures and the installer delivers the door, assembles and installs it.

Me: How does that work?

Jennifer: You pay $45 today and we?ll have an installer come out and pre-measure your door. Once he?s done, you purchase your door and set an installation appointment which is usually just a day or two out.

Me: So I pay $45 for the premeasurement plus $199 for the installation?

Jennifer: Even better. Because you only need the door installed without the frame, the installation is only $169 instead of $199, and we deduct the $45 premeasurement fee from installation fee. This also includes a one-year guarantee on the installation.

Me: How long does the installation take?

Jennifer: For a professional, it takes about an hour to an hour and a half.

Me?(Knowing that one hour of professional time is at least eight hours of my time?): Okay, let me call my wife and see what she says.

Jennifer: No problem. Let me give you a card. I?m here until 6pm today and tomorrow from 10am to 7pm. If you give me a call back today, the installer will receive the premeasurement order first thing in the morning and they?ll likely give you a call before the end of the day to set up the appointment and get started.

I?m calling Jennifer back today at 10:01am on the dot. I would called last night, but got caught up with dinner and it was past 6:00pm before I realized it. Thank you Jennifer. I?ll happily pay $169 to save myself 8+ hours of frustration and insurance that the door is installed correctly.

MasterCard opens EMV tech to US debit networks, hopes to spur adoption

MasterCard opens up its EMV tech to other US debit networks, helps spur adoption

After almost sixteen years of trying to encourage EMV adoption in the US, MasterCard has hit upon a potential reason why it's not catching on: its closed, proprietary standard. But that's changing today, with the financial giant announcing it's making some of its circuit card tech open to other US debit networks instead of waiting on them to come up with their own solution. An alternative to magnetic strips, EMV claims to provide more secure payments thanks to the use of cryptographic algorithms and user-specific PINs, but hasn't captured much interest outside of Europe and Asia. Perhaps in opening the standard, MasterCard and crew will spur its adoption stateside and thus garner more EMV followers. Of course, it has to catch on before NFC replaces cards entirely, rendering the issue moot.

MasterCard Strengthens Commitment to Make U.S. EMV Migration Easier

Opens Proprietary, Market-Ready Debit Solution to Speed Industry Adoption

PURCHASE, N.Y.--(BUSINESS WIRE)--MasterCard today announced it is making some of the company's proprietary technology solutions available to other U.S. debit networks. This decision was made to provide an option to support debit EMV transactions and reinforce the company's continued support of the U.S. migration to the EMV standard.

"By making our EMV solution available today, debit networks, merchants, acquirers and processors can take advantage of a market-ready solution currently in place. This will allow financial institutions to begin issuing EMV cards across their portfolios immediately, rather than waiting for a new solution to be developed."
In opening this technology standard, MasterCard will allow acquirers to brand transactions originating from the Maestro AID (application identifier) for all debit networks within the United States.

"We felt it was important to take this step for the greater good of the future of U.S. payments," said Chris McWilton, president, North America, MasterCard. "By making our EMV solution available today, debit networks, merchants, acquirers and processors can take advantage of a market-ready solution currently in place. This will allow financial institutions to begin issuing EMV cards across their portfolios immediately, rather than waiting for a new solution to be developed."

Today's announcement is the latest in a series of decisions by MasterCard to advance the future of electronic payments in the U.S. With the availability of this technology, issuers will be able to simplify their EMV implementation and enabling chip entry with potentially lower costs. At the same time, as merchants and their acquirers map out their terminal plans, they will be able to further optimize their investments, simplify their certification processes and choose their routing of debit transactions.

"We have spoken extensively with the EMV Migration Forum and other groups about the need to cooperate and find a common way to support debit transactions," said Jane Cloninger, director, Edgar, Dunn & Company. "Based on our experience around the globe, this announcement is a good step to continue the momentum of the U.S. market's migration toward EMV. We applaud MasterCard for taking a leadership position in this turning point for the industry."

Additional details around the implementation of the Maestro AID will be made available to all parties involved in the coming weeks.

911 center: GPS users don't always know locations

Smartphone with GPS navigation

FRISCO, Colo. (AP) -- Summit County emergency dispatchers say it sometimes takes longer to get help to people who rely on GPS-equipped smartphones because they don't know exactly where they are.

The Summit Daily News reported Sunday (http://tinyurl.com/ajraarc) that some people who call 911 can't give their precise location even in towns or on major highways.

Officials say GPS-enabled phones can find a caller's location to within about 90 to 110 yards.

Lisa Hans, a supervisor with the county communications department, says that's good in the backcountry but not in a populated area.

Hans says it's particularly hard to pinpoint the location of someone who calls 911 from Interstate 70, which passes through Summit County. She says sometimes callers can say only that they're west of Denver or tell dispatchers where they're headed.

"Barbara Walters fell on a stair last evening while visiting the British Ambassador's residence and the fall left her with a cut on her forehead," a rep for ABC News tells E! News. "Out of an abundance of caution, she went to the hospital to have her cut tended to, have a full examination and remains there for observation. Barbara is alert (and telling everyone what to do), which we all take as a very positive sign."

Walters was scheduled to contribute to the network's coverage of the inauguration events, but will not be on-air Monday and possibly several more days after that, according to TV Newser.

Death toll climbs past 80 in siege in the Sahara

ALGIERS, Algeria (AP) -- The death toll from the terrorist siege at a natural gas plant in the Sahara climbed past 80 on Sunday as Algerian forces searching the refinery for explosives found dozens more bodies, many so badly disfigured it was unclear whether they were hostages or militants, a security official said.

Algerian special forces stormed the plant on Saturday to end the four-day siege, moving in to thwart what government officials said was a plot by the Islamic extremists to blow up the complex and kill all their captives with mines sown throughout the site.

In a statement, the Masked Brigade, the group that claimed to have masterminded the takeover, warned of more such attacks against any country backing France's military intervention in neighboring Mali, where the French are trying to stop an advance by Islamic extremists.

"We stress to our Muslim brothers the necessity to stay away from all the Western companies and complexes for their own safety, and especially the French ones," the statement said.

Algeria said after Saturday's assault by government forces that at least 32 extremists and 23 hostages were killed. On Sunday, Algerian bomb squads sent in to blow up or defuse the explosives found 25 more bodies, said the security official, who spoke on condition of anonymity because of the sensitivity of the situation.

"These bodies are difficult to identify. They could be the bodies of foreign hostages or Algerians or terrorists," the official said.

In addition, a wounded Romanian who had been evacuated died, raising the overall death toll to at least 81.

"Now, of course, people will ask questions about the Algerian response to these events, but I would just say that the responsibility for these deaths lies squarely with the terrorists who launched a vicious and cowardly attack," British Prime Minister David Cameron said. Three Britons were killed and another three were feared dead.

The dead hostages were also known to include at least one American as well as Filipino and French workers. Nearly two dozen foreigners by some estimates were unaccounted for.

It was unclear whether anyone was rescued in the final assault on the complex, which is run by the Algerian state oil company along with BP and Norway's Statoil.

Two private Algerian TV stations and an online news site said security forces scouring the plant found five militants hiding out and learned that three others had fled. That information could not be immediately confirmed by security officials.

Authorities said the bloody takeover was carried out Wednesday by 32 men from six countries, under the command from afar of the one-eyed Algerian bandit Moktar Belmoktar, founder of the Masked Brigade, based in Mali. The attacking force called itself "Those Who Sign in Blood."

The Masked Brigade said Sunday the attack was payback against Algeria for allowing over-flights of French aircraft headed to Mali and for closing its long border with Mali. In an earlier communication, the Brigade claimed to have carried out the attack in the name of al-Qaida.

Armed with heavy machine guns, rocket launchers, missiles and grenades, the militants singled out foreign workers at the plant, killing some of them on the spot and attaching explosive belts to others.

Algeria's tough and uncompromising response to the crisis was typical of its take-no-prisoners approach in confronting terrorists, favoring military action over negotiation. Algerian military forces, backed by attack helicopters, launched two assaults on the plant, the first one on Thursday.

The militants had "decided to succeed in the operation as planned, to blow up the gas complex and kill all the hostages," Algerian Communications Minister Mohamed Said told state radio.

Norwegian Foreign Minister Espen Barth Eide said the terrorists had tried to blow up the plant on Saturday but managed only to start a small fire. "That's when they started to execute hostages, and the special forces intervened," Eide said. Norway's Statoil said five Norwegians were still missing.

An audio recording of Algerian security forces speaking with the head of the kidnappers, Abdel Rahman al-Nigiri, on the second day of the drama indicated the hostage-takers were trying to organize a prisoner swap.

"You see our demands are so easy, so easy if you want to negotiate with us," al-Nigiri said in the recording broadcast by Algerian television. "We want the prisoners you have, the comrades who were arrested and imprisoned 15 years ago. We want 100 of them."

In another phone call, al-Nigiri said that half the militants had been killed by the Algerian army on Thursday and that he was ready to blow up the remaining hostages if security forces attacked again. An organization that monitors videos from radicals posted one showing al-Nigiri with what appeared to be an explosive belt around his waist.

The Algerians' use of forced raised an international outcry from some countries worried about their citizens.

But French Foreign Minister Laurent Fabius said Sunday on French television: "The terrorists ... they're the ones to blame."

David Plouffe, a senior adviser to President Barack Obama, said that al-Qaida and al-Qaida-affiliated groups remain a threat in North Africa and other parts of the world, and that the U.S. is determined to help other countries destroy those networks.

Speaking on "Fox News Sunday," Plouffe said the tragedy in Algeria shows once again "that all across the globe countries are threatened by terrorists who will use civilians to try and advance their twisted and sick agenda."
