The Unite union has voted to accept the Haddington Road agreement.

The union, which represents around 6,000 workers, re-balloted its members on the deal, and it was approved by 82% of voters.

Jimmy Kelly from Unite said that the result will do little to improve the country's economic situation, but says members would be seriously disadvantaged if they do not sign up to the proposals.

California prison hospital official on leave

The Department of State Hospitals' chief deputy director, the face of a controversial mental health program in Salinas Valley State Prison, is on extended leave.

In an email distributed to the staff statewide Monday, department director Cliff Allenby announced that "due to unforeseen circumstances, Chief Deputy Director Kathy Gaither will be out of the office for an extended period of time."

The department did not disclose the reason for Gaither's departure, or even acknowledge it earlier this week.

The announcement follows a federal court order to investigate complaints of dangerously low staffing levels at the department's mental health unit inside the prison in Soledad ? allegations Gaither denied in recent court testimony.

There have been two inmate deaths in the past year at a program that saw none in the previous 10 years and was once the pride of the state's prison mental health system.

Staffers at the unit say there is an ongoing shortage of soap and clean clothes and sheets, and that psychiatric and nursing staff levels remain dangerously low.

One psychiatrist has testified that he and others were pressured to discharge patients early because of court orders to reduce waiting lists, an allegation Gaither also denied at her recent court appearance in a long-running federal case about California prison mental health care.

The same week as Gaither's testimony, The Herald published a January 2012 memo from a DSH administrator telling Salinas Valley staffers that the department wanted the staff to limit patient stays to less than nine months, and that "we are being reported as barriers ... by not moving patients in a timely manner to reduce the waitlist."

The department said it "has no such policy to discharge patients at nine months, or any set time period. Nor did we have such a policy or direction in January of 2012."

Allenby said in this week's email that all employee communication intended for Gaither should now be sent to him.

For some reason, Allenby's announcement Monday of the news about Gaither was not delivered to the Salinas Valley program's staff, who received an apologetic email Wednesday saying department officials were looking into why the prison unit's staff members were left off the mailing list.

Gaither is no newcomer to state politics. She worked nearly 20 years at the Department of Finance and then for the Cal State University system before she was appointed Undersecretary of Education by Gov. Arnold Schwarzenegger in 2009.

In January 2012, the California Senate confirmed her appointment by Gov. Jerry Brown as deputy director of the state hospitals department, which at the time was called the Department of Mental Health, where she had been acting deputy director since 2011.

Gaither's leave comes after a sweeping overhaul of the Salinas Valley unit's administration, including replacing its Executive Director Charles DaSilva.

Salinas Valley's patient care and psychiatrist staffing levels remain a key issue in the federal lawsuit after nine psychiatrists wrote letters to DaSilva in January, saying they were working "under protest" because of unsafe working conditions.

Last week, Judge Lawrence Karlton ordered a federal special master to investigate the program and report his findings in 75 days.

BOSTON (AP) ? Stephen "The Rifleman" Flemmi barely scratched the surface of his long criminal relationship with James "Whitey" Bulger as he began what is expected to be hours of testimony against Bulger at his racketeering trial.

During his brief, 15 minutes of testimony Thursday, Flemmi said both he and Bulger were partners in the Winter Hill Gang, a violent Irish mob. He also said he and Bulger were longtime FBI informants who squealed on the rival Mafia as well as assorted criminals in South Boston.

But court recessed for the day before prosecutors had a chance to ask Flemmi about Bulger's role in numerous killings Bulger is accused of orchestrating or committing.

Flemmi is due back on the witness stand Friday.

As court ended Thursday, the 79-year-old Flemmi, with his hands on his hips, glared at Bulger as he waited to be taken away by federal marshals. The two men then snarled what sounded like obscenities at each other.

It was their first meeting in nearly two decades.

Flemmi said he hasn't seen Bulger since about a week before Christmas in 1994. That was when they got tipped off by John Connolly, their former FBI handler, that they were about to be indicted.

Bulger fled Boston and was one of the nation's most-wanted fugitives for more than 16 years until he was captured in Santa Monica, Calif., in 2011.

Flemmi was arrested and has been in prison ever since.

Flemmi said he was with Bulger and heard him give information to Connolly "hundreds of times" over 15 years.

"Who did most of the talking at these meetings?" prosecutor Fred Wyshak asked.

"James Bulger," Flemmi replied.

That comment seemed to rankle Bulger, who insists that he was never an informant and told people that being a "rat" was the worst thing anyone could do, according to testimony.

Prosecutors said Bulger and Flemmi ran the Winter Hill Gang for more than 20 years, making millions by extorting drug dealers, bookmakers and loan sharks.

Bulger is accused of participating in 19 killings during the 1970s and '80s. Flemmi pleaded guilty to 10 killings, extortion, drug distribution and other charges. He is serving a life sentence.

Before Flemmi took the stand Thursday, word spread through the courtroom that a former Boston liquor store owner who had hoped to testify against Bulger and openly despised him had been found dead. Authorities said a jogger discovered the body of 59-year-old Stephen "Stippo" Rakes in the woods along a street Wednesday in Lincoln, Mass.

Prosecutors said an autopsy Thursday found no signs of trauma. Investigators trying to establish the cause of death were awaiting toxicology results.

Bulger is accused of forcing Rakes and his former wife to sell their store in 1984 to use as a headquarters for his gang and as a source of legitimate income.

Kevin Weeks, Bulger's former protege, gave a differing account when he testified last week. Weeks said Rakes wanted to sell the store, agreed to a price and then tried to increase that price.

Friends said Rakes was eager to testify against Bulger.

"The day I see him in a box, not breathing, will be better," Rakes told The Associated Press in April.

But it appeared earlier this week that prosecutors had decided not to call Rakes as a witness after all. When they listed their remaining witnesses for the judge, Rakes was not among them.

Chinese Factories Build Troubled Relationships

China's new generation of migrant workers has been the driving force behind the country's rapid urbanization, but while the 240 million-strong workforce has aspirations for an urban lifestyle, they struggle to balance demanding jobs and family relationships. And they hesitate to call the city "home."

For his project, 'Love on the Assembly Line' photographer Jia Daitengfei documented the lives of several young suburban Shanghai factory workers -- most of whom were born after 1990. A few days before Valentine's Day, he asked them how difficult it was to maintain a relationship. He then returned six months later to see how each worker's lives had changed.

According to the South China Morning Post, China's migrant workers feel like "outsiders," despite working in a city for years. As non-local residents, migrant workers don't have access to affordable housing and certain basic needs. Reuters also reported a slowdown in the average monthly wage for migrant workers, dropping from 21.2 percent in 2011 to 11.8 percent in 2012. And with 60 percent of the workforce born after 1980, the low wages and long hours also limit oppportunities for young workers to make romantic connections.

"[Young migrant workers] feel they are at the bottom of the society and lack security," Daitengfei said, "but they hope to make their own efforts to gain a foothold in the city and live a decent life."

Daitengfei was taken aback because most of the workers he initially interviewed were already partnered.

"It was amazing because there was a pop word in China now called 'leftover singles,' which means men and women who remained singled in their 30s," he said. "But those neotenous workers had fallen in love, got married and had kids at such a young age."

Daitengfei said rural Chinese culture pressures young workers to marry early, without careful thinking. Having a boyfriend or girlfriend, much less a family, can be financially demanding for a migrant worker living in a mainland city. Reuters reported that Chinese migrant workers earn about 1,748 Chinese yuan ($277) a month, which is half the average urban salary.

Also, paying for housing on that salary proves difficult, Daitengfei said, which is why a few of the married couples he interviewed couldn't afford to raise their children on their own. They sent their children back to the countryside to live with their parents. According to the Morning Post, one of the main sources of happiness for migrant workers was close proximity to their children.

And although senior leaders have promised to look after their welfare, migrant workers face a rigid household registration system -- known as 'Hukou' -- that denies them access to social benefits such as health care, unemployment and access to better local schools for their children. Daitengfei said the government is slow to act to safeguard migrant workers' rights and interests.

With all that in mind, six months later, Daitengfei returned to stories of separated families, love lost and loneliness. But why shoot wedding portraits in an environment that reminds these workers of their alienation?

For one, Daitengfei said it was a matter of convenience. Factory workers couldn't devote too much time away from the factory. Otherwise, it would have affected their hourly pay. And since wedding portraits are too expensive for a migrant worker's salary, Daitengfei shot them for free. Ultimately, Daitengfei saw the factory as the perfect setting for lives that are "like products on the assembly line."

Amid urban estrangement, "the young migrant workers see marriage just like a mission," Daitengfei said, making some of life's more important decisions in such a short time.

But Daitengfei hopes that the photos also reveal a better understanding about their dreams. On Valentine's Day he gifted the photos to the workers.

"I still remember their smiles clearly now," he said.

Obama creates jobs to push Americans into his health care plan

BOISE, Idaho ? President Barack Obama, long criticized for his poor handling of the economy, announced last week an initiative that will create hundreds of jobs nationwide.

Too bad those jobs will be tasked with pushing thousands of Americans onto government-run health-care programs like Medicaid, the Children?s Health Insurance Program?and Medicare.

U.S. Health and Human Services Secretary Kathleen Sebelius announced just days ago that her department will send $150 million in grants to community health centers in all 50 states to spread information about the Affordable Care Act, otherwise known as Obamacare.

?Investing in health centers means that people in neighborhoods and towns across the country have one more resource to help them understand their insurance options and enroll in affordable coverage,? Sebelius said in a press release.

In all, 1,159 health centers will hire at least 2,900 outreach specialists using the federal cash. The feds see the effort as another avenue to increase participation in its initiatives as the country moves toward Oct. 1, 2013, when Americans can begin insurance enrollment through exchanges, online marketplaces through which billions in federal subsidies will flow each year.

Ben Domench of the conservative Heartland Institute, longtime critics of Obama?s health reform law, says the money only means more bureaucracy and overhead costs.

?There are already thousands of employees focused on enrolling people in Medicaid and CHIP at these health centers, but HHS wants to double the number, because they understand that the more people they shove into this unsustainable program, the harder it will be to repeal,? Domenech told Watchdog.org last week.

Domenech and others allege that the workers hired will act as public relations specialists with the sole intent of propping up Obamacare.

?They?re going to use this money to hire Obamacare promoters, who will push people who come through their doors to sign up for taxpayer-subsidized coverage, whether through?Medicaid, the?CHIP?or the (private insurance) exchanges,? he told?Watchdog.org.

?They?ll also coordinate with local groups and other outlets?? community centers, libraries, churches and even county fairs?? to make sure they?ve got someone there promoting Obamacare on the taxpayer dime.?

Betsy Seglem of Glacier Community Health in tiny Cut Bank, Mont., confirms that the workers hired will shepherd the uninsured to government health programs. ?We?re trying to get health insurance for everyone,? she said Monday.

Glacier Community Health will receive just more than $66,000 from HHS.

Montana will take in $1.47 million through the grants, enough to hire 27 workers. Seglem said the grants will cover workers? salaries for a year.

She rejected criticism that workers will provide positive spin for Obama around communities, insisting that the point is merely to sign people up for health coverage.

FRANKO: The Kansas Policy Institute vice president said the money is for Obamacare hucksters.

?It seems a little odd that we?re funding what amounts to a marketing push,? said Franko. ?If the law was really that good and people really wanted to sign up for it, then they would do it without getting hitched on some level by government-paid bureaucrats.?

Kansas? 15 community health clinics will share $1.6 million for 32 new jobs around the state. Most of those will come in the densely populated eastern portion of the state.

?Government can?t create jobs. That money had to come from somewhere,? Franko said. ?Taxpayers are on the hook for that. That?s money that?s otherwise out of the economy.

Community health centers play a key role in Obamacare and might seemingly act as a perfect point for signing up hundreds of thousands of Americans for health programs. In 2012, the centers, which usually treat those without health insurance, served more than 21 million people.

The ACA, which grows less affordable with each passing day, allocated more than $11 billion over a five-year period to strengthen the health clinics.

2,000-Year-Old Settlement Uncovered by Construction Workers in Mexico

A settlement estimated to be roughly 2,000 years old has recently been discovered in eastern Mexico, close to the city of Veracruz.

Information released by the country's National Anthropology and History Institute says that the settlement was first uncovered by construction workers.

Archaeologists arrived at the site later on. Once there, they did not take long to dig out 30 skeletons and the remains of an ancient pyramid.

The pyramid sits on a hill, close to the final resting place of these 30 people. It measures about 39 feet (12 meters) in height, and its style appears to be either Mayan or Tajin.

Investigations carried out thus far have revealed that 2 of the 30 people found buried at this location were mere children at the time of their death.

?All that is known so far is that of the 30 burials, two at least belong to infants,? reads a statement issued by Mexico's National Anthropology and History Institute.

Scientists expect that they will know more about this group of individuals once they get the chance to thoroughly examine their skeletons.

Live Science informs us that figurines made from clay, mirrors, beads and animal remains were discovered scattered across this ancient settlement.

Most of the animal remains were unearthed from inside the 30 graves in the pyramid's proximity, and appear to belong to dogs, fish, birds, coyotes and the like.

It is likely that these animals were placed inside the graves so that they might accompany the deceased individuals in the underworld, and keep them company.

Oddly enough, researchers also came across fossilized teeth belonging to a long-lost species of Megalodon-like shark.

This discovery suggests that the people who built this settlement enjoyed collecting various artifacts, the same source details.

The artifacts dug out by archaeologists appear to have different origins, hence the experts' belief that they are dealing with the remains of a multicultural community.

?Analyses will enable us to see whether this site was multicultural, as is indicated by the materials found, or whether the inhabitants were all of the same genetic type,? the National Anthropology and History Institute stresses.

A shocking new investigative report from the largest daily newspaper in Germany alleges that Monsanto, the US Military and the US government have colluded to track and disrupt both?anti-GMO?activists and independent scientists who study the adverse effects of genetically modified food.

As revealed yesterday by?Sustainable Pulse, on July 13th the German newspaper?S?ddeutsche Zeitung?detailed information on how the US Government ?advances the interests of their corporations,? focusing on Monsanto as a prime example.

The report titled, ?The Sinister Monsanto Group: ?Agent Orange? to Genetically Modified Corn,? described a ?new fangled cyber war? being waged against both eco-activists and independent scientists by supporters and former employees of Monsanto, who are described as ?operationally powerful assistants? and who have taken up sometimes high ranking posts in the US administration, regulatory authorities, and some of whom have connections deep within the military industrial establishment, including the CIA.

??Monsanto contacts are known to the notorious former secret service agent Joseph Cofer Black, who helped formulate the law of the jungle in the fight against terrorists and other enemies. He is a specialist on dirty work, a total hardliner. He worked for the CIA for almost three decades, among other things as the head of anti-terroism. He later became vice president of the private security company Blackwater, which sent tens of thousands of soldiers to Iraq and Afghanistan under US government orders.?

?Thanks to Snowden and Wikileaks, the world has a new idea of how these friends and partners operate where power and money are concerned. The whistle-blowing platform published embassy dispatches two years ago, which also included details about Monsanto and genetic engineering.?

?For example, in 2007, the former US ambassador in Paris, Craig Stapleton, suggested the US government should create a penalties list for EU states which wanted to forbid the cultivation of genetically engineered plants from American companies. The wording of the secret dispatch: ?Country team Paris recommends that we calibrate a target retaliation list that causes some pain across the EU.? Pain, retaliation: not exactly the language of diplomacy.?

The report went on to describe the ongoing though mostly failed crusade of the United States, seemingly on behalf of Monsanto, to open up the European Union?s markets to genetically engineered food and feed crops. According to the report:

?The USA is hoping that negotiations started this week for a free-trade agreement between the USA and the EU will also open the markets for genetic engineering.?

?The Americans want to use the Free Trade Agreement to open the European GMO Market. The negotiations will be detailed. Toughness will rule the day. US President Barack Obama has therefore appointed Islam Siddiqui as chief negotiator for agriculture. He has worked for many years for the US ministry of agriculture as an expert. However, hardly anyone in Europe knows: From 2001 to 2008, he represented CropLife America as a registered lobbyist. CropLife America is an important industry association in the United States, representing the interests of pesticide and gene technology manufacturers ? including of course Monsanto. ?Actually, the EU cannot accept such a chief negotiator because of bias?, says Manfred Hausling, who represents the Green Party in the EU parliament.

If this report is accurate, we can assume that Monsanto has so thoroughly populated both the government and military industrial complex with its own supporters that any remaining illusion of there being a division of Corporation and State has now been dispelled. ?Worse, we are bearing witness to the preeminence of the Corporation over State, the very definition of a corpocracy.
